GST Registration

I'm running a Service Provision business with average turnover around 10 lakhs per financial year. In GST it has been notified that 20 lakhs exemption limit. Is it compulsory to pay gst @ 18% if i get Gst registration? Can I file nil returns or claim exemption upto 20 laks?
