Is GST registration mandatory for businesses having turnover below 20 Lakhs per Annum?

Currently there is no clarity on this question. Only a final GST Law release could help in this matter. Further I would like to say that if such business is already having a VAT registration, then it has to register under GST irrespective of its turnover.

He can surrender his Registration Number before GST becomes applicable.
