I have consultancy income less than Rs.20 lacs per annum and billing from UP to Delhi client....
Do I need to comply for GST.....

yes interstate supply needs registration and u will have to pay taxes on it

Dear Ranjeet,
Persons who are making inter state supply also has to take registration.
Even the turnover is < 20 lacs, you are supposed to get yourself registered under gst.
Persons making inter state supply being mandated by the compulsory registration u/s. 24 of cgst act.

So supply covers Services also......It means there is no exemption even till 10 lacs for small service providers as it was under service tax earlier....

no exemption as your supplies involves inter state supply.
