if an individual registered in gst purchase a truck on gst can he avail an input tax credit?
he sometimes makes own cement transportation. and sometime given to GTA
my question is what is the gst treatment when freight received from GTA.

There is no restriction on availing ITC.
For tax treatment of GTA, if you have submitted declaration through GST portal then collect GST from your customer else your customer has to pay GST under RCM.
