Is this possible for a person to run two seperate propreitorship firms one registered with GST and other not registered, i.e abc trading is registered with GST and ABC retails is not registered, if its in the same state??

No...
Once register under GST with a PAN then all income atracted GST for the PAN...
So,
If You are registered one business under GST then Other business income also come to the GSTIN and Charge GST...

If the other business,whether shop rent agreement or panchyat license or any statutory in your name then you are liable to add registration in gst with existing gst registration.

GSTIN is state wise pan based, so as per section 22 of the CGST act 2017, it is not possible

Yes for different state you have ti apply separate registration.
