GST refund of excess cash ledger

sir, my client cash ledger rs.7200, I will apply refund but some deficiency to refused refund due to non submitted supporting documents.

what documents will I enclose sir ?
rs.7200 is GST late fee penalty waive amount.
pls explain sir
