You can claim the refund by filing RFD -01 at the GST portal.
Login to GST portal ---> Services--> Refund --> Application for Refund

Yes you can apply for refund but before that you have to pay tax on your balance stock if any.
Refund for Input Tax Credit can only be claimed in case of exports and inverted duty structure. On cancellation if input credit remains it will lapse
