what is the time limit for gst refund for 17-18 on sez supplies

Under section 34 of CGST Act, the applicant should file GST refund claims within 2 years from the relevant date. If the claim is in order, the refund will be sanctioned within the period of 60 days from the date of receipt of the claim.
2 years expired during march 20 , will it be counted till 31-7-20
