WHETHER A PERSON SUPPLYING GOOD OR SERVICES UNDER RCM AND WHO HAS ALSO TAKEN REGISTRATION IS REQUIRED TO ISSUE TAX INVOICE AND LIABLE TO PAY GST ?

you take registration when you did your business then issue tax invoice ... if you have no business means. no sale/purchase its your matter not registration matter that you have to mendetory continue business

MAM, PERHAPS YOU DID NOT UNDERSTAND MY QUESTION. MY QUESTION IS - A PERSON IS SUPPLYING SERVICES FALLING UNDER RCM ( EG. GTA, LEGAL SERVICES ETC.) AND HE HAS ALSO TAKEN GST REGISTRATION, THEN WHO IS LIABLE TO GST LIABILITY ?

if you are registered then you have to issue tax invoice .... and you are laible to pay GST ...
