In my knowledge, any registered service provider, has to be generate Invoice as per Section 31 of CGST Act. If not, date of provision of services shall be treated as the time of supply of services.
And for applicability of GST rate shall be, prevailed rates as on the date as computed above.
Better to contact expert with all the documents related to the contract to avoid complications from the department.
