The rate of GST is not based on any seller - buyer or manufacturer-trader relationship. If there is supply of goods from the manufacturer to the trader or from seller to the buyer, there is same rate of tax. However, there can be exemptions to the general rate under different notifications issued by the govt. for different purposes.
