How to get back amt paid under wrong head
Instead of Late fee head paid amt under penality for Oct GSTR3B

SORRY TO SAY BUT CAN'T ... it will be further use to pay the penalty
HOWEVER late fee paid for the m/o JULY AUG SEPT 2017 while filing GSTR 3B , it will be re-credited to Electronic Cash Ledger under TAX head instead of FEE head
