If person issue bill on 12.3.19 and recd payment after few month so in this case the person has liable to do gst payment to the government on month of april before 20.4.19 in gst 3-b?

Yes........ ,even though Supplier do not received payment , he is liable to deposit GST on charged on Bill.
TOS is on earlier of Invoice/Receipt.. so yes, u have to pay tax by the due date of April's 3B
