I talked to GST helpline, they are saying that transport service provider are exempt in GST.
is it right?

Yes....
It's EXEMPTED in "PROVIDERS HAND"
They are quite right. Transportaion service is exempted under GST Regim. It is taxable under RCM for recepient.
