GST on transporters is 5%, in case transporter doesn't have GST on his bill, RCM will be applicable to either consignee or consignor basis on the settlement to Transporter.
In this case how I can avail the ITC paid on RCM, I am not sure about this, for Tamil Nadu RCM will be applicable from 1st July onwards. Please help me on this topic.

if your transporter not GTA ,..your services are exempted as per entry no. 18 of Notification no. 12/2017-Central Tax (Rate)
If you are GTA , as per Notification 13/2017, Recepient is liable to deposit tax on RCM
GTA are exempted to obtain registration by Noti. 5/2017, So GTA might not have GSTN , but recepient who is received services from GTA is liable to deposit GST on RCM @ 5%
