Yes, you are required to charge GST on the sale of an old and used car.
Just check the valuation rule for calculating its Taxable Value.

You have pay gst on Margin for sale of old Vehicle ( Sale price less W.D.V of the Car on the date of Transfer ) , For detail refer Notification 8 / 2018 C.T (rate ) dated 25/1/2018 .
