Is gst payable on royalty to authors under RCM payable by publishers
Can the publishers claim ITC
if not then can such publishers should pass on gst to its customers
Yes RCM is applicable on publisher on royalty paid to author As per notification 13/2017 CT(rate), & Publisher can't claim RCM.
As books are exempted in GST by notification 2/2017, so the publisher cannot claim input for its inward supply, so it's expense for him , so in my view cannot pass the input claim to customer
