Since, in the 22nd GST council meeting held on 06th Oct 2017, reverse charge mechanism have been deferred till 31.03.2018, there will be no liability to pay GST in case of purchase from Unregistered vendors.

Yes, u need to pay on a monthly basis. In GSTR 3B itself you need to offset the liabilities with the payments made and then only you can file the GSTR 3B return.
GSTR 9 and 9C for FY 23-24 as amended by Notification 12/2024 dated 10th July 2024(with recording)
