Can we pay GST on proforma invoices?

Proforma invoices are made and issued to commit the supply of decided goods and services of the prices thereof. The proforma invoices are replica or a sample of the invoice to be issued in future. Hence, GST will not be payable or levied on the issuance of proforma invoice.
