A registered dealer paid labour charges to his unregister worker but he never generated a invoice against this labour charges , so how he paid gst to the govt. under RCM basis or generating invoice, please need clarification fro experts.

If unregistered dealer then no need to pay GST under rcm basis. Bcoz, it's differed in current scenario...
But,
In account purpose You will get some bills or account the same with journal and keep payment through banking mode...
