An individual who is doing service directly to consumer, having service income (Local sales) less than 20 lakshs, registered under GST. Should he needs add GST in his billing?

An individual doing service to Interstate customer, having service income (Local sales) less than 20 lakshs, registered under GST. Should he needs add GST in his billing?
