travel agent do not charge gst on international air ticket. please suggest its chargeable or not.

Yes. It's chargeable under RCM @ 28%. ITC not available....
domestic travel by air line or train.travelling allowance bill is reimbursed to officer.whether ITC can be available for govt department like All India Radio under Prasar Bharti.
