Gst on Government contract(roads)

in case of government contract, GST TDS is deducted on gross bill ( say Rs. 100000/-) @ 12% - Rs. 12000/- for cgst/Sgst.

whether we have to pay gst on gross value( Rs. 100000/-) or net value ( which comes after deduction of forest royalty, it tds, etc - say Rs. 80000/-).
