GST on freight etc. chgs.

Is GST applicable at a fixed rate of 18% on any of charges pertaining to freight, loading, unloading, insurance {(road/rail/sea/air) by gov/private}, local portage etc. or can vary in case of exempted goods, agricultural produce or goods with lesser or higher rates other than 18% that are charged in the invoice?
