when a manpower supply company supplies manpower to outside India(unregistered dealer) invoicing in foreign currency then which type of GST collected either IGST or CGST+SGST
please advise it

This Supply will be an export as per IGST laws
Same isn’t liable to gst being an export however
Take LUT before invoicing
Check if conditions related to export are satisfied like receipt of Forex etc
Also there are benefits available under foreign trade policy of India
