how can avail input gst of advertisement bill

Account it like any other purchse from registered supplier. Ensure your GSTIN no is in the bill and service provider accounts it in his GSTR1. You claim ITC in your GSTR3B and later in GSTR2 where this bill will
be auto drafted if the service provider has entered it in his GSTR1.

if service provider not post in gstr 1 then what will be do

You enter it yourself in gstr2 as missing bill. It will appear in service provider"s gstr1a, which he should accept.
