At the time of purchase IGST will be levied.
once you export goods the IGST will be refunded

you didn't understand my question. I am purchasing outside India and directly export from that country to another country without importing in India.

Dear Querist,
Law is soo clear in your situation, it is neither interstate not intrastate supply.
ofcourse goods are not came to india physically so it is not qualify as import also.
so GST would not be levied in your case.
