My one client is engaged in balsting work. He purchases blasting material and perform blasting work as per requirement of his client. This blasting work include material plus labor. will he be treated as works contractor?

AT WHAT RATE WILL HE CHARGE GST . ALSO CAN HE AVAIL INPUT OF EXPOSIVE PURCHASE
