My client provides building of roads services to the Panchayat and local govt. authority. That govt. body only issues orders for building roads to my client. That body does not have GST number.
Now while filing GSTR1 on portal it is asking for GST number for GOVT. body.
My question is are Govt. body exempted from GST? If so what to do with GSTR1. If not then do we need to ask that Govt. body to get registered for GST?
PLEASE GUIDE.

Govt body is not exempted.
in case they are not providing GSTIN then they will not get ITC of GST levied in transaction. So please re confirm.
You can file your gstr in b2c transaction if no gstin is available
