send full details with ARN to concerned department of already filled returns if you have actually filled. other wise file and pay the due gst liability with interest.

Yes it's notice for non filing of Return .

If your return has been already filed but you reced this Notice , then can reply on mail by uploading all your returns with ARN .
But if You have filed the return after you got this notice then ... Contact to your Tax Officer with copies of all returns with ARN
