If I hire a content writer from another state on contractual basis, for small jobs every month, is it mandatory for him to register for GST ?
Will this be counted as an Inter-state supply of services ?

Yes it will be counted as inter-state service supply but no need to register madatorily if the aggregate supply doesn't exceed basic exemption limit of 20/10 lakhs.
