A tour operator can get input tax credit,if he took car rental from another tour operator

Yes as per Notification 1/2018 CT (r) , can avail ITC

To avail ITC nature of sale and purchase of services should be same...in your case such condition is satisfied..You can avail ITC

since it is furtherance of business

Itc can be claimed if the trip is in the course or furthernace for the business.
