GST input tax credit

Who was not registered in any indirect tax before.
Got his registration certificate in the month of July 2017
The registration date on it is 17th July 2017
And the date of liability is 1st July 2017

My question can he claim Itc of goods and service which are bill to him between 1st July to 16th july
