Yes if he having stock in hand.. before taking registration.
after taking registration he can file ITC 01 form.
after taking registration he can file ITC 01 form.

Apart from input related to transition, benefit for input tax before gst registration can not be availed.

Yes... But, Can't avail directly as purchase/Inward.

yes, to claim input for transition, ITC 01 need to be filled.
