If a dealer gets discount from wholeseller and he does not pass it on to next dealer.
Gst calculation will be on net basis I.e output tax minus input tax.

On profit that he had made in form of discount received?

Wholeseller also calculate GST on Discountable amount. Here Output - Input calculation is never effect the Discount amount
