Yes. You can file GSTR 3B on 20th September.
GSTR 1 - 16/09/2017 - 20/09/2017
GSTR 2 - 21/09/2017 - 25/07/2017 &
GSTR 3 - 26/09/2017 - 30/09/2017.....
