Is it mandatory to file monthly GST Return in case of import export services business if I already filed LUT?

Yes return filing is separate and must as per Sec:39 formats,

LUT taken only for the purpose of Zero Rated Sale

No,... monthly or Qtly filing of GSTR1 returns depend upon the turnover if your turnover is below 1.5 crore have to file qtly , else monthly
But 3b is monthly for every taxpayer
