Yes itc allowed on advertisement or sales promotion, market research etc.... And itc not allowed on food and beverages

Yes You can avail Input Tax Credit on Propaganda Expense.
And what type of staff welfare expense you are talking? As per section 17(5) of CGST Act Food and Beverages Expense for Employees are not eligible for ITC
