File all the return up to date.then apply for cancellation of registration .
after approval file gstr 10 in that you have to give stock details if you have and pay tax on the stock.

dear sir ,one of my client cancelled gst registration for 1 state UP,he nor paid any gst amt,but forwarded gst invoice in same gst number for 2 consecutive financial year,due to lack of gst awareness,similarly we filed gstr return periodically,now what to do
