I want to supplier send goods directly from rajasthan to uttarpradesh
bill will be issued by me.

you have to charge igst at prescribed rate from the place of supply .if you want to supply goods from Rajasthan to uttarpradesh you will have to take registration in uttarpradesh also
if bill is issued by supplier to me and consignee is in uttarpradesh then
I think it will be covered by bill to ship to transaction under sec 10 (1)(b) of igst act
sec 10(1)(a) wrongly written (b)
