so financial year will be considered from april or from july ???

No, instructions forming part of GSTR9 which was notified by Notification No. 39/2018 dated 04th September 2018, clearly mentions that only details for the period July 2017 to March 2018 are to be provided in GSTR9.
As per Notification No. 39/2018 CT dated 04.09.2018, it is clearly mentioned that only details of the period starting from 01 July 2017 to 31st March 2018 will be required in the GST ANNUAL RETURN ( FORM GSTR 9 ).

Hence, the Turnover limit of Rs. 2 crore as laid down under Rule 80(3) of CGST Rules 2017 will be computed from 01.07.2017 to 31.03.2018 on PAN INDIA basis.

I think this limit of trunover shall be perportioned to 9 months i.e 175000 for this 9 month period.
