Gst applicabliability incase of under construction property begins from 2014

I have purchase under construction property in April 2014 and Registration and Stamp Duty have been in 2014.   Now I am paying final and full settlement amount.  Builder have charged GST @ 18% for final payment.    Whether GST is applicable in this case ?  Please reply
