Gst applicable or not applicable

Dear sir, I doing industrial project like fire alarm, interior works etc...i given painting work for other person.he finished the work and he give one like one properma invoice with out gst.i pay the amount after deduction of tds.in this case GST applicable or not please guide me.(this process continues like many project, he not having gst no)
