No. As these are Local bodies of govt so Service by these bodies are Fully exempted as per exemption list of GST law.

grampanchyat are comes under local authority and ment for pure services for the sake of public ,no gst applicable on the services ,but the revenue from the lease or rent or any other means of income(revenue) liable to gst and also gst returns
