gst registration is compulsory if the turnover is greater than 20 lakh.
does this include turnover of non taxable or exempt goods??

Aggregate turnover shall include the aggregate value of all taxable and non-taxable/ non-GST supplies, exempt/ Nil-rated supplies and exports of goods and/or services and exclude taxes under GST.

Yes if you are dealing in supply of only Exempted Goods then it's not mandatory to Obtain Registration even if your turnover Exceeds threshold limit .(As per Section 23 CGST Act)
