an exporter of service only exporting services of 60lakhs.
does he need to get register with gst ?

Yes , .... as per section 22, The threshold limit is 20 lacs , hence liable to obtain Registration compulsory

Yes....

You are required to get registered yourself under GST net since your Aggregate Turnover exceeds the prescribed threshold limit of Rs. 20 lakhs.
