If Regd person has taken Membership fees for its Proposed CETP Project from URP then whether GST needs to be collected from such URP??

If it is a supply then whether supplied to a URP or RP, GST will have to be paid.

Yes, GST needs to be charged on such transaction as there is no exemption under GST for common effluent treatment plant.
