whether SAC code for inward and outward supply is also required to
be entered in Annual Return like HSN?
There are so many Inward supply of service with different SAC code

HSN code is for Goods & SAC for services
yes in both table 17 & 18 of GSTR 9 you have give SAC code , Just check Table 17 and 18 of GSTR 9
