GST on Advance Receipts abolished in today's council meeting. Please clarify....

Already abolished in earlier meeting held on 06 Oct.
It was abolished for turnover up to 1.5 correct. My question is whether it has been extended to all assessee or not...
No its for small dealers having turnover below 1.5 crore.
