I'm submitting gate 3b . even i am having input credit more than out put and reverse charge . do I have to pay reverse charge amt by challan

Out put -(input+reverse charge)= (+)refundable or carry forward& (-) payable

it is correct then to in C gst ITC it shows balance but unable to adjust

You can't set off output liability under RCM with ITC. You need to pay the tax under RCM. ITC of the tax paid will be allowed to you.
Suppose you paid Rs.1000 as tax under RCM. You can claim 1000 in your ITC.

what about cgst tax. can we adjust C gst out put against C gst input
